Guidelines for CAS and Performance Based Appraisal System (PBAS) for Teachers.

SUBJECT: UGC SCHEME FOR PROMOTION UNDER CAREER ADVANCEMENT SCHEME (CAS) FOR TEACHERS

UGC had notified the Regulation on Minimum Qualifications for Appointments of Teachers and other Academic Staff in Universities and Colleges and Measures for the ,Maintenance of Standards in Higher Education 2010 in June 2010. A Committee chaired by Honourable Vice Chancellor deliberated on the guidelines and its implementation in Jamia Hamdard. The Committee has prepared a draft of guidelines of Performance Based Appraisal System (PBAS) and criteria framework for Academic Performance Indicator (API).

It has been decided by the Competent Authority to seek comments from the teachers and other stakeholders on the proposed guidelines and API scoring system. Drafts of these guidelines have been uploaded on the University intranet website (www.jamiahamdard.ac.in) below. Comments in writing or through e-mail may please be sent to the undersigned within 10 days of issue of this circular. For record printout of e-mail may also be sent. These comments will be considered by the Committee to finalize the guidelines so that applications under CAS could be processed.

The guidelines adopted for teachers will also be applicable to promotion of Librarians in different grades. In case the indicators which do not pertain to Librarians, the UGC regulation 2010 will be followed.

The Heads of Department are also requested to provide two lists of journals within one week’s time. One list should contain list of journals in the core subject of the Department and another list in the related/allied subject. List of journals should contain information of ISSN and impact factor wherever available. If no information on ISSN and impact factor is available for any journal the same should be indicated in the list.

This issues with approval of the Vice Chancellor.
