SUBJECT: GUIDELINES
FOR COMPASSIONATE APPOINTMENT
The Executive Council at
its 46th meeting held on 18.02.2004 considered and approved the
following amendments in the existing guidelines on making appointment on
compassionate ground.
(i) The appointment
on compassionate ground can be made only upto 5% of direct recruitment
vacancies and no appointment will be made even on daily wages, if no
vacant post is available in direct recruitment quota.
(ii) The amount of
immediate monetary relief being given to the family of deceased in the
form of advance has been enhanced from Rs.2500/- to Rs.8000/- or three
months basic pay whichever is less.
In view of above, the
consolidated guidelines for appointment on compassionate ground will be as
follows:
01.
SCOPE:
To a widow or son or
daughter of the Jamia Hamdard Employee who dies in harness including
death by suicide, leaving his family in immediate need of
assistance, when there is no other earning member in the family.
02. COMPETENT
AUTHORITY TO MAKE COMPASSIONATE APPOINTMENT:
The Vice-Chancellor,
Jamia Hamdard.

POST TO WHICH SUCH APPOINTMENT CAN BE MADE:

ELIGIBILITY
(a)
Compassionate appointment can be made only upto 5% of direct
recruitment vacancies except on the post of Safai Karamchari and
Mali.
(b) Applicant
for compassionate appointment should be appointed only after he/she
is found eligible/suitable for the post in all respect under the
provisions of the relevant recruitment bye-laws.
(c) The
Vice-Chancellor can relax temporarily educational qualifications in
the case of appointment at the lowest level i.e. Group D post, in
exceptional circumstances where the condition of the family is very
hard. Such relaxation will be permitted upto a period of 3 years,
beyond which no relaxation of educational qualifications will be
admissible and the services of the persons concerned if still
unqualified are liable to be terminated. However, if a widow is
appointed on compassionate ground to a group D post she will be
exempted from the requirements of the educational qualifications.
(d) In deserving
cases where there is an earning member in the family, a
widow/son/daughter of the deceased Jamia Hamdard employee, leaving
his family in distress may be considered for appointment by the
Vice-Chancellor who, before approving the appointment will satisfy
himself that the grant of concession is justified having regard to
the number of dependents, the assets and liabilities left by the
deceased Jamia Hamdard employee, the income of the earning member as
also his liability including the fact that the earning member is
residing with the family of the deceased Jamia Hamdard employee.
05.
RELAXATION
Compassionate
appointments can be made in relaxation of the following by the
Vice-Chancellor:
(a) Recruitment
procedure i.e. without advertisement or employment exchange.
(b) Age limit
wherever necessary.
(c) Educational
qualifications as stated in Para 4 above.
06.
IMMEDIATE RELIEF TO THE FAMILY:
The family will be
eligible for immediate monetary relief equal to three months basic
pay of the deceased official or Rs.8000/- (Rupees Eight Thousand
Only), whichever is less, in the form of advance payable only to the
person(s), in the same manner as payment of death gratuity, if the
deceased was governed by Pension Rules, or the balance in the
Contributory Provident Fund Account; if a deceased was a subscriber
to the CPF.
