CONSOLIDATED
GUIDELINES FOR PROMOTION OF READERS TO THE LEVEL OF PROFESSORS UNDER
CAREER ADVANCEMENT SCHEME AS COMMUNICATED BY THE UGC FROM TIME TO TIME AND
APPROVED BY THE EXECUTIVE COUNCIL
In addition to the
sanctioned position of Professors, which must be filled up through direct
recruitment through all India advertisements, promotions may be made from
the post of Reader to that of Professor after a minimum of 8 years of
service as Reader (As mentioned in
para 2.5.0 of UGC’s Regulations 2000 communicated vide letter dated April
4, 2000).
A. Applicability of the Scheme
(i)
The scheme would be applicable to all Readers (directly
recruited as well as promoted) provided they comply with the eligibility
requirements. The promotion to the post of Professor shall be the personal
promotion to the person concerned and as and when the post of Professor is
vacated, the post of Lecturer/Reader would fall vacant (As
mentioned in the UGC’s letter No. F.3-1/94(PS) dated October 27, 1999).
(ii)
The Professors already appointed under direct recruitment
shall not be eligible for promotion under Career Advancement Scheme (As
mentioned in the UGC’s circular no. F.3-3/2000(PS) dated 21.02.2002.)
B. Selection Committee
The
Selection Committee for promotion to the post of Professor shall be the
same as that for direct recruitment (As
mentioned in Para 2.6.0 of the UGC Regulations 2000 communicated vide
letter dated April 4, 2000).
C. Assessment of research publications
(As mentioned in the UGC’s
circular no. F.3-3/2000(PS) dated 21.02.2002 and letter of even no. dated
09.07.2003).
(i)
Minimum of five research publications out of which two could be the
books be submitted by the candidate for evaluation/assessment before the
interview.
(ii)
These research publications shall pertain to the period between
his/her appointment as Reader and the date he/she becomes eligible for
promotion as Professor.
(iii)
If on the date of eligibility, the candidate did not have required
number of publications, his/her date of eligibility be shifted to the date
he/she becomes eligible after fulfilling all requirements.
(iv)
The assessment of the research publications, including books, be
done by three eminent experts in the subject who shall be different from
those called for interview to be conducted later on.
(v)
All the recommendations should be positive from the three experts.
In case the recommendation of one out of the three is negative, the
research publications be sent to the fourth experts for evaluation and
assessment. In all, there has to be a minimum of three positive
recommendations out of the total of four experts, in case the fourth
expert has participated in the exercise due to one negative report out of
the initially three experts involved in evaluation.
(vi)
The university will hold the interview for promotion only for those
candidates who have cleared by obtaining minimum of three positive
recommendations from the experts on their research publications/books.
(vii)
The interview be conducted by inviting three experts of the
concerned subject making sure that these experts be different from those
who had assessed and evaluated the research publications.
(viii)
The repeat process of promotion/interview for the rejected
candidates can be conducted only after a minimum period of one year
from the date of promotion process/interview in which the candidate
was rejected.
(ix)
The promotion from Reader to Professor under CAS being a personal
position and not against a sanctioned post, the teaching work-load of the
Reader be carried forward with him/her and be undertaken by the promotees
even in the capacity of the CAS Professor.
D.
Self-appraisal report
(As mentioned in the UGC’s circular no.
F.3-3/2000(PS) dated 21.02.2002).
The
candidate shall be required to submit self-appraisal report for the period
including five years before the date of eligibility.
