I M P O R T A N T    C  I  R  C  U  L  A  R 

The University provides medical facility to its regular employees and their dependent family members as per the Medical Attendance Rules adopted by the University. Only those family members, apart from spouse, whose income is less than Rs.1500 per month, are treated as dependents.  

Family members such as father, mother, sister and brother are included in the medical cover after an employee submits a copy of the Ration Card or an Affidavit about the dependency of the family members upon the employee.

It has come to notice that the copies of the Ration Card or the Affidavit submitted by some of the employees are not based on the true facts.

As decided by the competent authority, an opportunity is hereby provided to all the employees to withdraw the declaration in respect of those family members who do not fulfill the criteria of dependency and are actually not dependent upon them. They may do so within one month from the date of issue of this circular. Once the cut of date of withdrawing the declaration is over, the University will not consider any excuse from any employee. It will, however, institute proper inquiry and take stern action against those found guilty.   

This may please be brought to the notice of all employees immediately and acknowledgement obtained. The Deans/Heads/In charge of the sections are requested to explain the contents of this circular to all the employees working under them. A copy of this circular may also be displayed on the notice board of the department/section.

Subject  :   Participation in Orientation/Refresher Courses in respect of eligible teachers for promotion/placement under career advancement scheme.  

 

The U.G.C. vide its letter No.F.2-8/99(PS) dated 18.07.2005 has communicated as under on the above subject. 

“The Commission considered and approved the extension of the date beyond 31.12.2004 upto 31.12.2005 for participation in Orientation/Refresher Courses in respect of eligible teachers for the purpose of promotion/placement under Career Advancement scheme.” 

In view of above, all the teachers who have become eligible for promotion/placement under Career Advancement Scheme are advised to complete the requirement of Orientation/Refresher Courses till 31.12.2005, which is as follows. 

1.         For Placement in Senior Scale           

a.                  One Orientation Course or Refresher Course for teachers holding Ph.D. degree.

b.                  One Orientation Course and one Refresher Course for teachers not having Ph.D. degree. 

2.         Two Refresher Courses for promotion from Lecturer (Sr. Scale) to Lecturer             (Selection Grade).

Subject:           Observance of office timings and proceeding on leave by the staff members with prior sanction.  

All the staff members of the University must be aware that it is obligatory on their part to remain punctual in attending their duties so as to uphold the discipline and decorum. They should strictly adhere to the prescribed University timings from 9:00 A.M to 5:00 P.M with one-hour break for lunch from 1:00 P.M to 2:00 P.M. 

It has been observed that some of the staff members routinely come late in the morning and after lunch break. This has been viewed seriously by the Vice-chancellor. All Heads of Departments/Offices/Units are therefore, requested to ensure that the staff members of their departments should strictly adhere to the office timings. 

 

All Heads of Departments/ offices/ Units may please note that in case of late attendance, half day’s Casual Leave should be debited to the Casual Leave account of the concerned employee for each late attendance. However, the HOD can condone late attendance up to an hour for not more than two occasions in a month, if it is due to unavoidable reasons. 

All Heads of Departments/Offices/Units are also advised to ensure that the employees in their departments proceed on leave after getting the leave sanctioned. The employees may be informed to apply for Earned Leave well in advance before the date of proceeding on Earned Leave except in exceptional circumstances when the need for leave cannot be foreseen. In case of leave on medical ground, the concerned employee shall inform the office immediately along with medical certificate.  

All Heads of the Departments/Offices/Units are aware that there is provision for recommending/ sanctioning leave online. Therefore, they may please do not forward the hard copy of the leave application and recommend or reject the request for leave online.

Subject  :  Detention of Teachers During Vacation. 

As per existing orders, in cases where, by an administrative order, any teacher of a vacation department is required to perform duty during vacations, he/she is entitled to credit of leave in Earned Leave account  @ 1/3 of the actual number of days of detention, subject to condition that in one calendar year the total Earned Leave credited does not exceed 30 days. 

It has been observed that in practice, cases are moved for sanction of Vice-Chancellor for credit of leave for detention period long after the vacations are over. 

The norms & guidelines regarding detention of teachers during vacations are as under: 

01.              Where a teacher in vacation department is essentially required to be detained for any specific item of work during vacations by the Head/Dean, prior approval of the Vice-Chancellor shall be obtained. 

02.              For duties in connection with holding of examination/admission tests or special assignments to teachers under the orders of the Vice-Chancellor, credit of leave for detention period will also be admissible. 

03.              A copy of the approval certifying the actual number of days of detention of the teacher concerned will be sent by the Head/Dean to establishment Section for necessary action within one month after the vacation is over. 

04.       Deans and Heads of Departments and those holding administrative portfolios like, Proctor, Provost, Warden are required to attend office as a matter of course even during vacations.  If any of them intends to avail of vacation for the whole or limited period, prior approval of the Vice-Chancellor is required to be obtained.  For duty performed during vacations, they shall be entitled to detention leave, as usual, provided that they will inform the Establishment Section the actual number of days of their detention within one month after the vacation is over. 

The above guidelines shall be strictly followed failing which the benefit of detention leave will not be admissible.

UNIVERSITY ORDER 

A Planning and Development Cell was established by the University vide Order No. Estab/LD/184 dated 20.02.1998.   However, the Cell was discontinued vide Order No. Estab/LD/1340 dated 20.11.1998.   

The Vice-Chancellor has now re-approved establishment of Planning and Development Cell in the University.   

The basic function of Planning and Development Cell shall be as follows: 

01.     To prepare various proposals in accordance with the guidelines communicated by the University Grants Commission from time to time including proposals for 10th  Five Year Plan.   

02.    To prepare proposals in respect of the identified programmes/policies of the university for submission to the appropriate authority

UGC has received the several requests from Central/Deemed Universities for introduction of Non-functional scale of Rs.8000-275-13500 in university system also.  The matter has been examined in consultation with the Ministry of Human Resource Development.  It is clarified that the grant of non-functional scale of Rs.8000-275-13500 is applicable to Section Officers of CSS only and is not to be extended to the Section Officers in the Central/Deemed universities.

Subject:        Guidelines for Counting of past service for promotion from Reader to Professor under Career Advancement Scheme.
 

The UGC vide its letter No. F.2-5/2000(PS) dated March 13, 2003 had communicated the following guidelines for counting of past service for promotion from Reader to Professor under Career Advancement Scheme:

      “Past service rendered as Reader/Associate Professor (in the scale of pay of Rs.3700-5700 or revised Rs.12000-18300) in any other recognized University/College be counted for promotion to the post of Professor under Career Advancement scheme”.

The above guideline could not be implemented, as the UGC vide its letter No. F.2-5/2000(PS) dated September 23, 2003 communicated to keep them in abeyance.   However, the UGC vide its letter No.F-2-5/2000(PS) dated 05.03.2004 has informed to restore the operational effect of the letter of even no. dated March 13, 2003.   Therefore, the Executive Council at its 47th meeting held on 17.04.2004, considering the above mentioned guidelines, has resolved as under:

      Resolved that the UGC’s guidelines contained in circular no. F.2-5/2000(PS) dated March 13,2003 for counting of past service rendered as Reader/Associate Professor (in the scale of pay of Rs.3700-5700 or revised Rs.12000-18300) in any other recognized University/College be counted for promotion to the post of Professor under Career Advancement scheme”.
